RBManager 0.7 is available

Dear friends and users of ICU,

We are pleased to announce that RBManager 0.7 is now available.  RBManager 
is a tool to edit and manage certain types of resource bundles.  This new 
version of RBManager can now import and export XLIFF files, and various 
bugs have been fixed.
