Re: proposal for ICU4C RuleBasedNumberFormat localization

I chose this API and naming to be consistent with related RBNF API which has
been stable since ICU 2.0:

  virtual int32_t getNumberOfRuleSetNames() const;
  virtual UnicodeString getRuleSetName(int32_t index) const;

You raise two options, enumerations and renaming.  I can do either, though I
prefer to leave things as they are.  If I take one of your suggestions, would
you recommend I add overrides to the existing APIs to match?  Would you suggest
I make similar name changes to ICU4J's version of these (new and old) APIs?
