ICU User Guide Update

I have just posted a new version of the ICU user guide,
http://oss.software.ibm.com/icu/userguide/

The user guide tools and build are completely redone.

o  The sources are now Open Office word processor documents;
    our old XML source format is retired.

o  There's a new Java tool for producing the html from the
    Open Office files.

o  The PDF version of the user guide is generated directly
    with Open Office's "export to PDF" facility.

o  WYSIWYG editing!!!!.  The old way was extremely
    frustratating to work with.

o  All html file names and anchors are preserved (I think).
    External links into the user guide should be OK.

o  All user guide source files are publicly accessible
    from cvs; see
    http://oss.software.ibm.com/cvs/icu/icuhtml/userguide/

o  The content itself is mostly unchanged.

There are sure to be some number of glitches in the conversion; any 
problems can be posted here, or send me mail at [email protected].
