Working to add Khmer language support to ICU

Hi,

This is just to mention that we are working to add support for Khmer 
language (a CTL language) to ICU. We have already sent locale and 
collation data to the common repository. We now start work on the Layout 
engine.

Would this be the correct list to talk about this?

Our plan is (following Eric's recommendation a year ago, when we 
started) to start working on a separate module, unless something has 
changed since then that would make more interesting now to include it in 
the indic module.

We are in contact with several other projects in the region (also CTL 
languages) that are now localizing OpenOffice and will soon need to have 
their scripts included in ICU.  Based on this, starting a non-indian 
indic script module could be another option (making it a generic new 
module with only one language, instead of a language specific module).
