Obsolete Currency.getLocale

Currency.getLocale was implemented in draft form in ICU 2.8.  With the recent
changes for ICU 3.2, this API no longer makes sense (if it ever did) since a
currency isn't looked up via the resource bundle fallback mechanism.  The test
is now failing because the valid locale and the requested locale are not equal.

The API should be removed and the test removed as well.

For the 3.2 cycle I propose changing getLocale to always return the ROOT
locale, and obsoleting this API.
