Theoretically, yes: One could mix a 32-Bit and a 64-Bit-Version of 
Libchipcard. Libchipcard starts small tools which actually load the driver. 
The 64-Bit version of course contains only 64-Bit tools, but you could 
exchange the driver loader tool with the 32-bit version 
(usr/lib/chipcard3/server/drivers/ctapi). That should do the trick...
