The init-script needs to be installed to "/etc/init.d" otherwise it will never 
be executed. That's why it is hardcoded.

If you use sysconfdir you will run into trouble if sysconfdir is set to 
something other than "/etc", e.g. "/etc/chipcard". In that case the 
init-script will be installed to "/etc/chipcard/init.d" and the script will 
never be executet. The same is true when setting prefix (which is in most 
cases "/usr", so sysconfdir will resolve to "/usr/etc", and again the init 
script will never be executed.

Therefore I believe the current solution fits the most use cases.
