So you are using libchipcard over PC/SC ? I guess the problem lies there...
You can try to use the Towitoko reader directly (in CTAPI mode instead of 
PC/SC mode).

If you are using AqMoney then you should try the later DDVCard plugin 
(ddvcard2). This uses Libchipcard2 (but without PC/SC).
