Try copying the timezone file, rather than symlinking it.

I didn't have the same problem you are experiencing, but it was a time
zone problem that was solved by replacing the symlink of /etc/localtime
with the actual file.  I didn't bother diagnosing exactly why, but I
know this fixed it.
