Correct. If however one second in 63,072,000 seconds (that's two years
without leap days and leap seconds) matters, then that's 15 ppb. That's
deeply into the range where temperature coefficients of oscillators
matter.

Personally, I don't care, for lack of GPS receivers, and official time
