clockspeed and date

I am bit confused about clockspeed.
When I run clockview

# ./sntpclock 137.92.140.80 | ./clockview
before: 2003-03-12 10:16:09.560095000000000000
after:  2003-03-11 23:41:12.983175999874189495

Now if I run 
# ./sntpclock 137.92.140.80 | ./clockadd

the date command shows date as 23:41:12.My local
date is 10:16:09 and it is needed by many cron
jobs.

what is the solution to this?i want to have date
in localtime (IST) but still my mails should
carry UTC date.what is the solution in this case?

Am i clear (I personally don't think ;-))
