Download NetTime and take a look at that; it can act as either a client and/or 
server.  I don't know what NTP Stratum it refers to itself as, but it shouldn't 
be that hard to find out.

Then, specify 1 server to be the master clock and point everything else there. 
As long as all of your clocks are consistent with each other, I doubt the 
subject of TAI vs UTC will ever be considered important.  Whether you make the 
master clock point at itself and use clockspeed or NTP pointing at some Tier2 
server is mostly beside the point.
