re: pytai announcement

Just a quick announcement that I've finally bit the bullet and written a 
Python class for dealing with TAI dates.  It is a very recent effort and 
not at all complete, but a lot of the work is there and if you want to 
take a look (helping is always a plus), that'd be great.

I'm specifically looking for someone to write up a series of tests (much 
like the included 'test()' function) that would make sure all the 
internal representations and math in the class are correct from release 
to release.
