Strange clock reset on boot

Not sure if this has been seen before, but here goes.

Two different hardware and OS platforms (Gentoo and OBSD, AMD and
Intel).

Both are currently running Frank Tegtmeyer's scripts for
synchronization
(<http://fte.tegtmeyer.net/djbware/clockspeed_setup.html>) and seem
to be consistent once things are up and running.

Same issue happens on both platforms.

On each reboot, the system clock gets reset to Monday, January 29
09:16 2029.

I interrupted the POST on both devices and during POST, the BIOS
clock is set correctly for GMT/UTC.

Once either box boots up, NTPDATE can successfully reset the clock,
and everything works fine from there (clockspeed, taiclock,
sntpclock, etc.) but the time is continually reset on boot and is
repeatable.

This happens regardless of using the Tetgmeyer scripts or not.

System details:
Pentium II
OpenBSD 3.2
daemontools 0.76
clockspeed 0.62
ntpd 4.2.0 (for local serving to non-TAI enabled devices)

AMD Athlon MP 2100 (dual)
Gentoo Linux 1.4 r8 (kernel 2.4.20)
daemontools 0.76
clockspeed 0.62
(no ntpd here, member server)

Any ideas?  Further details need to be posted?
