Calling a local time service helps, too. I've called
the number 01191 (Germany) when I was hacking on TAI
and leap second support in my kernel, too.

As for the original poster's "I want my clock to be
22 seconds off": You haven't understood that TAI is
a seconds-since-epoch and UTC is a calendar time.
