What is the license for "clockspeed" ?

Hi, I am the author of an Open Source monitoring tool (Xymon), and would like to implement a basic check of whether an NTP server works or not. Performing an SNTP query seems like the best way of doing this, so I have been looking for an implementation of an SNTP client that I can use. "clockspeed" looks like it would do the trick, but there is no mention on the webpage of the license under which it is available. The contents of the source archive (0.62 version) does not refer to any license terms either. According to the clockspeed webpage, discussions about it should go on the libtai mailing list - hence my posting here. The libtai library is "public domain". Is that also the case for clockspeed ? And if not - can I use the clockspeed source-code in a tool that is GPLv2 licensed ? Thanks in advance, Henrik Størner
