http://cr.yp.to/libtai.html out of date?

Hi,

I came here via http://cr.yp.to/libtai.html, but I'm wondering if this
is still the best reference for libtai.  The last message on this list
appears to be dated 2012-08-03, and it was about the information on that
page being out of date.  That page has been updated since then, to
mention the leap second on 2015-06-30, but not the leap second on
2016-12-31.  Also, the "latest published libtai package" according to
that page includes a leapsecs.dat file that includes no leap seconds
after 1999-12-31.

Is that really the latest published libtai package?  If not, where
should I look for the latest information about and discussion of libtai?
