Windows support for tai64 times?

Hello; I've written a unix service running with daemontools & multilog which 
outputs tai64 times in the logs.  It'd be useful for these logs to be 
decodeable on Windows machines by some combination of Excel, Access & VB 
scripts -- has anybody implemented tai64 decoding functionality into a handy 
DLL yet?
