How to use clockspeed ?

Hi

I'm afraid i haven't fully understood how to use the clockspeed package...

Is clockspeed supposed to run at a "service" - meaning that clockspeed
should be started during boot ? (from daemontools or equivalent)

Isn't clockspeed supposed to create some file in /usr/local/clockspeed/etc/
????

Any help/indications are much appreciated
