Libusb-win32 with Xilinx Platform USB Cable II behavior

Hi, I am using libusb-win32 'on top of' (in addition to) the Xilinx Platform USB Cable II drivers. This is needed to perform JTAG interface support on a Gaisler-Aeroflex Sparc Development board. I only use this for a SW JTAG debugging i/f. I installed the xilinx drivers (together with there minimum footprint FPGA dev environment - required to get the xilinx drivers to install and work). I then (per Gaisler instructions / support documents) installed libusb-win32. This worked perfect just as advertised ... until i unpluged the usb programmer cable. When i plugged it back in, it seems to reinstall (per windows 7 device manager), but does NOT work (i get errors about iniitiazlation issues, or problems with the JTAG chain, etc) or my gasiler i/f sw (grmon) crashes. I reinstalled libusb and was able to get it working again, but i could not unplug and then replug the usb programming cable without ALSO having to reinstall libusb-win32? i discovered (later) that if i reboot the PC with usb programming cable plugged in, it seems to resolve the issue? but this is not the most desireable behavior (limitation). any help / opinions / suggestions will be much appreciated!
