What is the test output of testlibusb-win.exe? If the device is listed
there, then it is not a libusb-win32 problem. It could be a pyusb
problem.

Firstly make sure your device is listed in testlibusb-win32.exe.

Then follow the pyusb tutorial to see if it can find the device.

If pyusb works but not nfcpy, then it is the problem of nfcpy.
