As mentioned in the other mailing list, the libusb-win32 filter driver does not support hubs. So you are out of luck. Ref: http://sourceforge.net/p/libusb-win32/bugs/74/ On the other hand, as you mentioned, the blacklist of hub does not seem to work for Windows 8 with native USB3 driver.
