If your computer has secure boot enabled, you will have to go through
WHQL or attestation signing.

I do not think this is a real issue. If you are worried, you can use
libusb driver
(libusbk.sys) which is almost interchannable with libusb-win32 device driver
(libusb0.sys). It has the BSD license option.
