I think its not the fault of libusbk driver. But the application now has to use
certain command to activate the bluetooth device. For example, try to
simulate the Fn+F10 action of the Windows (which works with the
Windows Bluetooth driver) to enables/disables bluetooth. Looks like
some types of reverse engineering work is needed.

It is said many open-source application is able to emulate what the
proprietary driver/application is doing but usually the power manager
aspect is not easy because it is quite complicated under Windows.
