Thanks for reporting back. Sorry I have not encountered this myself on real
Windows machine or VMs before so that I can not pinpoint out the direction
to debug.

Just to share some of my thoughts.
1) Make sure you run as the admin
2) You can try to use Process Monitor to see what is going on.
