Issues Connecting Device

I tried to change the partition type, format the disk, format windows and my BIOS. I can't connect my hdd still. When I connect to the PC the desktop acknowledges the disk with a sound but it doesn't show up anywhere else except on "Device Manager" as "External USB 3.0" under the category "libusbK Usb Devices". I search online and this is where I came. I tried to download the program but nothing although I don't even know if I downloaded the correct version.
