I can't download files from windowns IIS's ftp server??

Hi:
	My source is below.I compile it on the redhat linux 7.3 .When I
connect to IIS ftp server .It's error.
	
Request timeout - server did not respond.
Fatal Error : Server timed out
Interrupted !

but I connect other ftp server,it's ok.
