Winzip and downloading [file.tar.gz]

Hi David, Noticed that some [systems] appear to partially unzip "file.tar.gz" but leave the name unchanged. If the file was un-gzipped by the browser, then updating the name to "file.tar" allows Winzip to work fine. By the way, does this indicate some dubious web pratice? Does this "auto-unzipping" mean that a 30 MB "file.tar" download is recorded (and charged) rather than the 5 MB of the original "file.tar.gz"?
