itl and sparselib

I have a question about the relationship between ITL and the BLAS toolkit? I noticed that "flemyx" used MTL,ITL and BLAS. But is there any connection between threse two libraries? If I want to use BLAS funtions with MTL, do I need to rewite them to the MTL format?
