From http://www.chinarfidcard.com/issi-24c02-contact-ic-card.html it looks like the ISSI24C02 card is a memory card and not a microprocessor card. I don't know if the Omnikey 3921 reader can use memory cards. Maybe using a proprietary driver? You should ask Omnikey for support.
