testsuites status

Hi,

I'm trying to execute the testsuites included in newlib (for both newlib and libgloss).
Yet, my first attempts are not very fruitful.

To illustrate, check-target-libgloss gives me:
```
make: Nothing to be done for `check-target-libgloss'.
```

and, check-target-newlib fails on:
```
ERROR: (DejaGnu) proc "newlib_target_compile /newlib/newlib/testsuite/newlib.iconv/iconvnm.c 
/newlib/k1_build_elf/k1-elf/newlib/testsuite/iconvnm.x executable {}" does not exist.       
The error code is NONE
The info on the error is:
invalid command name "newlib_target_compile"
    while executing
"::tcl_unknown newlib_target_compile /newlib/newlib/testsuite/newlib.iconv/iconvnm.c /newlib/k1_build_elf..."                                                                            
    ("uplevel" body line 1)
    invoked from within
"uplevel 1 ::tcl_unknown $args"
```

I'm probably missing something at this point, but I'm wondering: what is the current status of the testsuites?
