[PATCH] Remove Nios II support from newlib/libgloss

The attached patch removes newlib/libgloss support for the Nios II 
target, which has been EOL'ed by the vendor.  I've already pushed the 
patch to remove support from GCC:

I've also posted patches for binutils and gdb, and I also have them 
ready for glibc and libffi.

Looking this over, I really don't know what is going on with the 
deletions related to "runstatedir" in the regenerated top-level 
configure script.  I used autoconf 2.69, same as the previous version. 
I see those bits were introduced in the previous update to this file in
commit 90d6966b88392dbcef01c64766eb452c645a7bfe.  Maybe that one 
incorrectly included some extraneous bits?
