[PATCH 1/2] libc/sys/rtems: Added protoype for ppoll() to poll.h

Hi,

I'm a GSoC 2025 contributor with the RTEMS project, working on adding support for POSIX Issue 8 features.

As part of this effort, I am submitting a patch to update the Newlib headers by adding the prototype for `ppoll()` in `poll.h` under `libc/sys/rtems`

This update is a preparatory step for implementing `ppoll()` in RTEMS to improve conformance with POSIX Issue 8 requirements.
