Path::get which is what I just changed it to determines the correct protocol. So Flow::getByPath allows flow vars ONLY. Path::get allows anything. including flow - there is a default, which can be specified - which should be flow - so when you do <action type="md5" params='//_post/user_password"/> you imply flow.
