Under Windows you'd use %AppData%\alsoft.ini, where %AppData% is something 
like "C:\Users\<username>\Application Data" (depends more specifically on 
which Windows version and any settings changes you may have done). You can 
create the file if it doesn't exist.

Seems like the start of the data chunk of wave files you create may have 
garbage in it. I can't say without seeing code, though.
