You're setting the source's AL_REFERENCE_DISTANCE to 25*2 (ie, 50), correct?
And with the source position at {200, 0, 0}, it plays completely centered? If
you're sure the sound is mono, then can you check if the sound configuration
in the Control Panel (not sure what it's called) is set to Stereo or higher?
Also, can you try using OpenAL Soft 1.12.854? There's a download available on
the site:
