There isn't a function which sets the volume of a speaker.  There are "magic angles" for each speaker which can be used to place a source in a specific speaker, but those angles are dependent on the driver (they change between audio solutions) and also dependent on speaker configuration and potentially other user settings at the OS level.

Specific implementations of OpenAL probably do have extensions which do this, but any such extension won't be usable across a large set of sound cards or multiple OS versions.  This may be worth pursuing in a vertical application where you control the hardware in use, however.
