I don't know this information for any specific implementations.  For the hardware-accelerated Creative Labs sound cards, it used to be that the THX control panel would reveal these angles.  I don't really know much about the current crop of Creative cards, but I suspect that the ones that have hardware acceleration would still cough-up this information or if pressed it should be possible to find someone at Creative who could answer the query.

I haven't worked on this stuff for over four years now, so I don't know the current status on much of anything, but there is Creative Labs OpenAL info here:

This page does list various extensions appropriate to Creative as well as non-Creative cards.  There are certainly other extensions that have been done (for Apple and for OpenAL-Soft for instance), but this is a starting point.  If you bought a Creative card, it could also be asked to enumerate the extensions it supports (instructions on the site above), and then web searches would probably reveal more info where people have discussed them...

Another way to go which may be appropriate to you is to start with OpenAL-Soft (http://kcat.strangesoft.net/openal.html), and just modify/extend it as needed to get exactly the feature set you want.
