In Windows, it's %AppData%\alsoft.ini, where %AppData% is the environment 
variable of the given name. For example,

C:\Users\<username>\Application Data\alsoft.ini

You can run "echo %AppData%" in a command shell to see. You can also set the 
ALSOFT_CONF environment variable to the full path of a config file (though 
that's generally intended for per-application, or application group, 
overrides, not for the global config).
