I haven't coded on this
project<http://sourceforge.net/projects/openal-net-sdk/>in a couple
years and it's written in c# but is a .NET assembly that you
could reference from VB.NET, might be a place to start at least. Also, I
think the Tao Framework <http://www.mono-project.com/Tao> has some .NET
OpenAL bindings as well. Good luck to ya.
