Possibly soon. I didn't intend for 1.15 to take too long because of a bad bug that snuck into the OSS backend for 1.14, but I ended up doing more than I expected and it needs some good testing.

If you just need a replacement DLL, you can grab one from here:
http://www.newdawnsoftware.com/jenkins/view/OpenAL/

Select the win32 or win64 build depending if Java's running as x86 or x64, and it gives links for the installed files from the last successful build.

Just be aware it hasn't be thoroughly tested, and the Windows builds there are optimized for size instead of performance. I've also not directly used them myself, but I see no reason why they wouldn't work.
