alGetString behaviour different from the spec

Reading the 1.1 spec at
http://connect.creativelabs.com/openal/Documentation/OpenAL 1.1
Specification.htm, section 2.7:

"...The alGetString function returns a pointer to a constant (literal)
string that is identical to the identifier used for the enumeration value,
as defined in the specification."

This is not the behavior of the OpenAL Soft library. For example,
alGetString( AL_NO_ERROR ) returns "No Error", whereas the wording of the
spec indicates it should return "AL_NO_ERROR".

Is the spec linked above out of date, is the library incorrect, or am I
reading the spec wrong?
