the changes include:

~ bug fix in sem_open.  In some situations the returned descriptor was
  registered correctly and the sem_close call failed

~ timer_create with evp=NULL stored a wrong timer ID on 64-bit archs

~ not all invalid timeout values were recognized

~ inter-process rwlock sometimes returned errors when they should have
  blocked

~ a couple of new tests.


I checked it on x86. hammer, and ia64 so the changes should mostly be
fine.  SH probably needs changes.
