No, it doesn't.  Look back in time.  The change to return ENOSYS for
unknown FUTEX_* opcodes has been added at the same time the requeue
changes went in.  In future we will be able to nicely detect wrong
opcodes by comparing with ENOSYS but until recently the ambiguous EINVAL
was used.
