Updating to MSVC 2026

Microsoft recently released Visual Studio 2026 with an updated compiler. It 
seems to be very similar to recent Visual Studio 2022 releases.

There were no apparent problems with Scintilla, Lexilla, or SciTE so I will 
start to use this for most work including making releases.

I haven't found any cases where MSVC 2026 stops working with Windows 
versions, CPU families or similar that worked with preceding releases.

Windows 11 is now the only version that has Microsoft mainstream support 
and it is only 64-bit. 32-bit releases of Scintilla are rarely used now and 
are not tested by me so will likely decay as changes are made to code.
