Update minimum macOS supported to 11.0

Xcode wants to increase the minimum supported version of macOS to 11.0 
which was released in November 2020. This directly modifies the project 
files to mark the built packages to require 11.0 and does not stop the 
source code from working on earlier versions of macOS. Support for older 
operating systems rots as there are fewer compatibility checks. This 
affects both Scintilla and Lexilla.

If 11.0 is too new, then the minimum version could be bumped to 10.15 which 
was the last 10.x. The last minimum version bump was in 2023 to 10.13.
