DataProviderConfigurationHandler don't find Web.config

Hallo Again.

In DataProviderConfigurationHandler.GetProviderConfiguration(String 
providerType)
the line:
XmlElement config = (XmlElement)ConfigurationSettings.GetConfig("wikinet");
create a null object.
I have place the /Web.config file into the project.
Have you an idea why /ConfigurationSettings don't find the "wikinet" 
section in /Web.config file?/
