1.4c

Experimental version 1.4c of the State Threads Library is now available.
It adds the contributed support for HPPA, S390, and Cygwin, clarifies
the documentation regarding blocking vs. non-blocking I/O, and removes
the debian directory.  Wesley, Frederik, and Jeff, please check that I
have merged your patches in correctly; I did make some cosmetic changes
to them but I lack the ability to test them on their target platforms.
Also, Wesley, since I know nothing about Debian, please tell me whether
the README section on building debs should change or be deleted now that
the debian directory is gone.

After this soaks for a while I'll release 1.4.
