where to look for priority between feature servers

Hello to everybody!
I'm a student in electronic engineering and i'm working for my thesis about service brokering between  application servers, or feature servers using vovida's language.
I'm studing the source code of vovida but i haven't understood what part of source code to look for changing or adding  priority between feature servers.
For example if i set both  "call screeining" and "call forward" for the same user, the logic inside vocal start for first call screening because is that with the highest priority.
At the moment i'm looking the source in ../vocal/sip/base, especially the class "SipEvent" and "SipThread"  but i'haven't found any rule describing priority among fetaures.
Should i look for in some other place or only improve my knowledge of C++ ? :-)
