Where are the documents for siph323csgw, as promised in README in translators/h323/ ?

I am working with VOCAL 1.5.0, which I downloaded from Vovida.org.
   In the directory of translators/h323/ is the README, which reads:

Generating SIP Stack Documentation using doc++
----------------------------------------------
You can use doc++ to generate API documentation.

I have had the best luck with doc++-3.4.5. doc++-3.4.7 is known to
not work properly.

You can download doc++ from http://www.zib.de/Visual/software/doc++/

In the translators/h323 directory type:

[bash]$ make docs

This will create the documentation in the translators/h323/html
directory.
"

However, when I tried "make docs" in translators/h323, I was told that
there was no Makefile in that directory. Furthermore, there was no
translators/h323/html directory.
    Could anybody please tell me how I can get the documents for
siph323csgw? Or just tell me who can answer my question.
